J&K College Academic Arrangement 2025-26: Allotment, “Accept Offer” & “Hold and Upgrade” Explained

The Directorate of Colleges, Higher Education Department, J&K has issued the Terms & Conditions for engagement of faculty on Academic Arrangement for session 2025–26. If you have applied as Lecturer/Teaching Assistant, this post explains the key points in simple words—especially the online allotment process and the difference between Accept Offer and Hold & Upgrade.

Who is eligible?

  • Domicile: Applicants must be domiciles of the UT of J&K.
  • Age: Below 60 years. Engagement ends automatically on attaining 60 during the session.
  • Session-bound: Engagement is for the academic session 2025–26 only (winter/summer vacations excluded as applicable).

How merit is calculated

  • Marks-based: Merit is based on the marks of the qualifying examination (PG).
  • CGPA to Percentage: If your university gives CGPA, use the official conversion printed on your scorecard. If not printed there, upload a Conversion Certificate from the Controller of Examinations.
  • Subject relevance: If your PG title is not an exact match, upload an Equivalence Certificate from J&K Higher Education Dept./Association of Indian Universities.
  • Experience: Only teaching experience from UGC-approved Government universities/colleges/autonomous institutions in India is accepted.
  • Tie-breaking: If two candidates have equal score in a subject, the one with higher PG percentage is placed higher; if still tied, higher Graduation percentage; if still tied, higher age.

Merit lists & objections

  • A tentative merit list to be  published for objections within a fixed timeline.
  • Represent only through the portal within the deadline—late claims are not entertained.
  • The final merit list remains available on the portal for reference. And 2025 merit list is already available on official portal candidates can check

College allocation: step-by-step

  1. Preference filling: While submitting your form, choose your colleges carefully.
  2. System-driven allotment: After the final merit list, colleges are allotted based on merit and your preferences.
  3. Dashboard options: Log in and open Selection History. You will see: ACCEPT OFFER and (if eligible) HOLD AND UPGRADE. These options stay active for 3 days only. The time for submitting preferences already given to candidates last date was 26-08_2025

Accept Offer vs Hold & Upgrade

ACCEPT OFFER

  • Locks your allotted college immediately.
  • You must join the allotted college within the stipulated 3 days (this window includes the time taken to accept).
  • If you got your Preference No. 1, you must accept—Hold & Upgrade is not applicable.

HOLD AND UPGRADE

  • Available only if you were allotted a lower preference.
  • Keeps your current seat on hold and tries to upgrade you in the next round, subject to vacancies created after round one.
  • If no vacancy arises for your higher preferences, you must accept the earlier allotted college.
  • This option can be used once only.

Joining & documents

  • After accepting, report to the college within 3 working days from the notice date.
  • Carry original documents for verification and sign the required affidavit/ agreement before the Principal (as per prescribed format).

Important cautions

  • Non-joining: If you neither accept nor join within the deadline, the system may cancel your offer automatically.
  • Station continuity: Candidates engaged in the same college for the last two consecutive sessions are generally not placed there again, unless reallocation causes a station change. If more than one such candidate, the longest tenure is shifted first.
  • Disengagement on regular appointment: If a regular faculty joins (by transfer or fresh recruitment), an academic arrangement candidate may be disengaged. Re-engagement can be done by disengaging the lowest-merit candidate in that subject or using a vacancy created by resignation elsewhere.
  • Authenticity: Any false/forged/incomplete information can lead to cancellation at any time and legal action.
  • Session end: All engagements automatically end with the academic session 2025–26.

What you should do now

  1. Keep your email and phone number active throughout the session—official communication comes via the portal.
  2. Track your dashboard daily during allotment rounds.
  3. Decide quickly: choose Accept Offer (sure seat) or Hold & Upgrade (one-time chance to move up).
  4. Join within time and complete verification/affidavit to secure your engagement.
