The JKSSB Naib Tehsildar Recruitment Notification 2025 continues to remain under legal scrutiny as the Central Administrative Tribunal (CAT) Jammu Bench is yet to receive a reply from the respondents. The case revolves around the controversial condition that makes Urdu language knowledge compulsory for applying to the post of Naib Tehsildar.

What is the Dispute?

The controversy began after the JKSSB notification mandated Urdu proficiency as an essential qualification for Naib Tehsildar posts. Several aspirants objected, arguing that:

Jammu & Kashmir officially recognizes five languages – Urdu, Kashmiri, Dogri, Hindi, and English.

Restricting eligibility to only Urdu-knowing candidates is discriminatory against aspirants fluent in other official languages.

The condition goes against the Official Languages Act of J&K and violates the principle of equal opportunity.

Earlier Tribunal Order (13th August 2025)

On 13th August 2025, the Tribunal granted four weeks’ time to the respondents to file their reply. The case was then listed for hearing on 15th September 2025. Interim relief, if any, was to continue until further directions.

Latest Tribunal Order (15th September 2025)

In the latest hearing, the CAT Jammu Bench noted that the respondents had still not filed their reply. Taking a strict view, the Tribunal has now:

Granted the third and final opportunity to the respondents to submit their reply.

Fixed the next date of hearing on 16th October 2025.

Ordered that the interim order shall remain in force until the next hearing.
